Port Facility Expansion, 86,000 m²

Design, procurement, and execution of an 86,000 m² port expansion on Sweden's south coast -- delivered at $5.67 million against a $5.6 million budget, on a public contract where double the estimate had been the historical norm.

We managed the design, procurement, and execution of a major port expansion at an industrial harbour on the south coast of Sweden, covering a total hardened area of 86,000 square metres and two new storage buildings with a combined floor area of 11,000 square metres.

The project transformed open grassland into a fully operational port facility capable of handling the growing volumes of both passenger and freight traffic passing through the port, one of Sweden's most strategically significant links to Poland and central and eastern Europe.

Surfacing

Concrete, not asphalt

A deliberate and considered choice was made on surfacing material. Rather than asphalt, the entire hardened area was paved with concrete. The reasoning was straightforward: concrete paving has a service life of over 60 years with no meaningful maintenance requirements, whereas asphalt requires a new wearing course approximately every 7 years. Over the lifetime of a port facility, that difference in maintenance cost and operational disruption is substantial. There is also a drainage advantage. Rainwater naturally permeates a concrete-paved surface, whereas asphalt accumulates standing water, which accelerates surface degradation and further increases maintenance frequency.

Scope

What the expansion delivered

The expansion delivered 33,000 square metres of dedicated vehicle staging area for pre-check-in queuing, and a further 23,000 square metres accommodating two warehouse buildings of 5,120 square metres each. The project also included converting a single-lane roundabout at the site entrance into a double-lane roundabout, improving traffic flow for the increased vehicle volumes the expansion was designed to accommodate.

The project was delivered through public procurement and required close coordination between design, civil works, and the operational requirements of a working harbour that could not afford extended downtime during construction.

Budget

A genuine surprise

The original project budget was $5.6 million. The final cost landed at $5.67 million, a variance of less than 1.3 per cent. For the port owner, this came as a genuine surprise. In their experience, projects of this scale had never been delivered within budget, let alone close to it. Cost overruns of at least double the original estimate had been the norm.

Delivering on budget in a public infrastructure project of this complexity is not something that happens by accident. It is the result of thorough preparation, disciplined procurement, and management that stays close to the numbers throughout execution rather than only at the end.
